UN Security Council Endorses Trump's Gaza Proposal

The global body has supported measures advanced by Donald Trump for securing a long-term stability in the Gaza Strip, featuring the deployment of an multinational security unit and a potential route to a Palestinian statehood.

Unanimous Support with Key Abstentions

The resolution was passed by a tally of 13-0, with China and Russia abstaining. Washington's diplomat the American delegate told the council chamber that it charted “a different path in the region for both sides and all the inhabitants of the territory alike”.

Balanced Wording on Palestinian Statehood

The inclusion of references to an self-governing Palestine was the concession the America agreed to for support from the Arab states, who are anticipated to contribute security forces for the global force.

“Provisional steps that we start today must be executed in adhering to international law and respecting Palestinian self-determination,” the UK chargé d’affaires affirmed.

Government Objection Continues

Nevertheless, on the verge of the resolution approval, leader Netanyahu restated his cabinet's strong objection to the establishment of a sovereign Palestine, creating uncertainty on whether Israel will permit the execution of the UN-mandated proposals.

Central Components of the Resolution

  • Immediate lifting of existing limitations on assistance into Gaza
  • Creation of an multinational peacekeeping unit
  • Moves towards reconstruction and a potential “pathway to Palestinian independence and statehood”

Vague Language and Conditions

The reference to Palestinian statehood was a compromise addition to an original American proposal which excluded it. Yet the wording is ambiguous and dependent, stating only that once the Palestinian Authority has implemented reforms and the restoration of the territory is progressing, “the conditions may eventually be in position for a feasible course to Palestinian independence and nationhood.”

Worldwide Feedback

The phrasing fell far short of the firm commitment to the building of a sovereign Palestine alongside Israel sought by Muslim nations, as well as European council members, but in speeches to the council after the decision, delegates from those nations said they were ready to support the agreement in the interests of extending the ongoing cessation of hostilities and swift steps to feed and protect the over two million Palestinian residents in Gaza.

“Our delegation has eventually decided to vote in favour of this resolution, a text that we back its core objective, namely the continuation of the ceasefire and the creation of circumstances allowing the Palestinian population to assert their immeasurable rights to independence and sovereignty,” Algeria's representative announced.

Practical Difficulties

The proposal grants comprehensive monitoring control to a “stabilisation committee” headed by Trump, but of unspecified participants. This committee has to inform the UN but it is not required to follow the wishes of the global organization or by the PA.

It also calls for the creation of a Palestinian technocratic committee that is supposed to run daily administration of the Gaza and the provision of utilities, but it is highly uncertain who would be involved.

Stabilisation Team Authority

The mission of the international stabilisation force authorizes it to remove and dissolve fighting factions in the strip, but it is far from clear that possible sending countries would agree to attempt to confront such groups. None of the states has so far committed itself to dispatching troops.

Additionally the standards for reform of the Palestinian Authority, the prerequisite towards moves to a sovereign Palestinian, have been hazy.

European officials said they deemed it necessary that the members of the expert panel to provide utilities was settled as without delay.
